CONTRACTOR REGISTRATION IN CINCINNATI: NEW CHAPTER 1106

Presented by Richard Schriewer, Supervisor of Inspections, City of Cincinnati

All of the permitted construction work within the corporation limits of the City of Cincinnati shall only be transacted by a registered building construction contractor. 
You will want to memorize this sentence.   Contractor registration is just one facet of the newly established Chapter 1106 of the Cincinnati Municipal Code. The primary intent of the ordinance is to provide a level of consumer protection by ensuring that all building construction contractors are registered, bonded, insured, and current with their income taxes. 

Richard Schriewer, Supervisor of Inspections with the City of Cincinnati, will be the featured presenter for this meeting. Richard is a graduate of The University of Cincinnati with a degree in Architectural Engineering. He supervises State Registered Commercial Building Inspectors in all aspects of their jobs. His area of responsibility includes the central business district, downtown riverfront development and all other aspects of construction inspection within the City of Cincinnati.

RRP Certification Class June 15, 2010

 

Ohio Valley NARI is invited to attend an EPA RRP Certification class organized by Miami Valley NARI on Tuesday, June 15, 2010. The class will be instructed by William Menrath, MS.  If your firm is not yet certified, here is yet another opportunity. The class will take place from 8:00 a.m. - 5:00 p.m. at the Ramada Plaza North at 2301 Wagner Ford Road in Dayton.  The cost of the class is $179.00 for members or $229.00 for non-members.
 
EPA's Renovation, Repair and Painting Final Rule (40 CFR 745) requires that renovations conducted for compensation, must be performed by Certified Firms using Certified Renovators. Renovation firms that wish to work in pre-1978 homes and child-occupied facilities must apply to the EPA and pay a fee in order to become certified. Renovators seeking to become Certified Renovators must successfully complete an EPA-accredited renovator course or a course accredited by an EPA-authorized State or Tribe. This course is the EPA model course for Certified Renovators and as such meets all requirements in 40 CFR 745.90. This course will teach attendees how to comply with the EPA's Renovation, Repair and Painting Rule and the HUD Lead Safe Housing Rule, and how to perform lead-safe work practices safely and effectively. Once you have successfully completed a Certified Renovator Initial Course, delivered by an EPA-accredited training provider, you will be an EPA Certified Renovator. EPA Certified Renovator status will allow you to do lead-safe renovation, repair, and painting work in pre-1978 housing and in child- occupied facilities where work will disturb lead-based paint.

Ohio Valley NARI is Updating our Website

 

We are currently in the process of renovating our website to offer more information and functionality for both the member and the consumer. In this process we will be adding photo galleries for our members to show case some of their favorite projects. We will use the same general categories as we do for our CotY entries without a monetary reference. The categories are: Residential Kitchen; Residential Bath; Residential Interior; Residential Addition; Residential Exterior; Entire House; Residential Historical Renovation/Restoration; Residential Universal Design; Commercial Interior; Commercial Exterior; Commercial Specialty and Home Theater & Media Rooms. Please submit one before and one after photo of the projects you wish to submit. Please send as .jpeg or .tiff electronic file formats to info@naricincinnati.org. Please note that these are for the website only. Any project that is being planned for submission for an upcoming CotY consideration may not be posted; this would disqualify the project for competing in the CotY Awards program.

 

BWC Safety Requirement for Group Rated Employers - REMINDER


The Bureau of Workers' Compensation (BWC) Board of Directors passed a new rule that requires that all employers in the July 1, 2009, Group Rating Program who had a claim within the two preceding calendar years to attend two hours of safety training by June 30, 2010.

The Frank Gates Service Company has notified all affected participants in our Group Rating Program.  If your company had one or more claims during calendar years 2007 or 2008, and your company participated in the July 1, 2009, Group Rating Program, the BWC has indicated that you must meet the safety training requirement.  Therefore, impacted companies must attend two hours of safety training to meet the requirement by June 30, 2010.  The topics must be workplace safety-related and can consist of multiple classes totaling a minimum of two hours of training.  There are options available for your business to meet the  two-hour Safety Training Requirement:

  • BWC On Demand Courses
  • BWC Online Courses
  • SafeX, Frank Gates' preferred safety partner
  • Safety Council Classes (other than the routine monthly safety council meetings)
  • Workers' Compensation Seminar, Hosted by Frank Gates

Two Companies Merge to Diversify Offerings

Two members from the Milwaukee/NARI Home Improvement Council have decided to form their own remodeling company, Remodeling Innovations Group (RIG). Matthew Griggs, previous owner of The Kinzley Group, ran his business for five years, and Joe Reyes, owner of Better Bath Solutions, had his business for nine years.
 
"We've been doing business with each other for several years," Griggs says. Over that time, they grew to learn each other's work styles and built up a friendship.

EPA RRP Rule - The Opt Out is Officially Out / House Passes Homestar


With publication in the Federal Register the Opt-Out provision in the EPA LRRP rule is removed effective July 6, 2010. Below is a summary of the publication in the Federal Register, and directly following a link to the entire rule.

SUMMARY
EPA is finalizing several revisions to the Lead Renovation, Repair, and Painting Program (RRP) rule that published in the Federal Register on April 22, 2008. The RRP rule established accreditation, training, certification, and record keeping requirements as well as work practice standards on persons performing renovations for compensation in most pre-1978 housing and child-occupied facilities. In this document, EPA is eliminating the ``opt-out'' provision that currently exempts a renovation firm from the training and work practice requirements of the rule where the firm obtains a certification from the owner of a residence he or she occupies that no child under age six or pregnant women resides in the home and the home is not a child-occupied facility. EPA is also requiring renovation firms to provide a copy of the records demonstrating compliance with the training and work practice requirements of the RRP rule to the owner and, if different, the occupant of the building being renovated or the operator of the child-occupied facility. In addition, the rule makes minor changes to the certification, accreditation and state authorization requirements. 

This final rule is effective July 6, 2010.

HOMESTAR
The House of Representatives passed HB5019 with minor amendments.  For details here's a link to the bill.

Accredited Contractors will need to be BPI-accredited or accredited by some other future standard the secretary of Energy may approve. All workers performing installation must be certified in the appropriate job skills under BPI, North American Technician Excellence or the Laborers' International Union of North America, or state programs or other programs that may be approved in the future by the Secretary of Energy.
 
The House bill seems to be very similar to the Senate version, before this goes any further the Senate will need to get their bill out of committee and onto the Senate floor for a vote.  Right now the Senate is occupied with other legislation and we don't see anything coming up to indicate any action on their part.
